INTRODUCTION

The United Nations Population Fund (UNFPA) and Sustainable Development Policy Institute (SDPI) have partnered to implement the country’s first “Data for Development (D4D)” program. This programme aims to strengthen capacities of government departments—particularly those of Planning and Development (P&D) departments—by promoting evidence-based development planning across the country, with a special focus on supporting Pakistan Bureau of Statistics (PBS) and the Provincial Bureau of Statistics (BoS) to coordinate, collect, analyze and disseminate data in a timely manner at required disaggregation level.

SCOPE & OBJECTIVES

D4D is designed to enhance the functional capacities of public service entities—including provincial P&D departments, the PBS and provincial BoS, provincial youth departments, and the Commissionerate for Afghan Refugees (CAR)—by promoting data culture and strengthening their ability to integrate data into policymaking for more informed and relevant decisions. Components under the D4D initiative encompass comprehensive functional and political economy reviews for capacity gap/needs assessments for different federal and provincial government departments, interactive capacity-building workshops to promote knowledge sharing, production of data and knowledge outputs on cross cutting issues to support data driven development planning, high-level policy dialogues to foster inclusive decision-making, and strategic partnerships to ensure long-term impact. Most importantly, open data access and the development of a robust ecosystem to support the wider and more effective use of data are central to the D4D initiative. In this regard, the D4D involves building central data repositories to promote open data culture in the country, particularly at provincial level. Specific objectives include:
